Half-time assessment of the operational programme for the European Fund for Regional Development (EFRE) Berlin
The interim evaluation of the operational programme for the European Fund for Regional Development (EFRE) Berlin aimed to evaluate the strategic orientation of the programme and make recommendations for fine-tuning or a future programme document. The evaluation was therefore focused specifically on the level of the programme as a whole. It should contribute to improving the implementation of the programme as well as to achieving its goals.
The interim evaluation of the operational programme for the European Fund for Regional Development (EFRE) Berlin goes beyond merely summarizing the ongoing evaluation results and deals with core topics and strategy issues in more detail. The objective is therefore to examine the programme’s strategic orientation and to make recommendations for fine-tuning or for a future document. The evaluation looked at the following main issues in detail:
- Analysis of results and target achievement: How should the target achievement of the entire programme be assessed? How are the results achieved and effects – as far as they can be seen already – to be assessed with a view to the programme’s strategy?
- Strategy analysis: Is the Programme's funding strategy with its individual elements appropriate from a regional economy perspective against the backdrop of the current results?
The focus is therefore specifically on the level of the programme as a whole. It aims to contribute to improving the implementation of the programme and achieving its objectives.
