Studium an der Universität Mannheim (Diplom Volkswirt), an der University of Florida in Gainesville (Master in Economics) und am Virginia Polytechnic Institute and State University (Virginia Tech Universität) in Blacksburg, USA (PhD in Angewandter Ökonomie), mit Schwerpunkten in Umwelt- und Ressourcenökonomie, empirischer Wirtschaftsforschung, Industrieökonomie und Außenhandel.

Seit 1998 am Fraunhofer-Institut für System- und Innovationsforschung ISI als wissenschaftlicher Mitarbeiter in Forschung, Akquisition und Projektleitung tätig, zunächst im Competence Center Energiepolitik und Energiesysteme und im Competence Center Nachhaltigkeit und Infrastruktursysteme, seit Januar 2012 im Competence Center Energiepolitik und Energiemärkte. Leiter des Geschäftsfelds Energie- und Klimapolitik bis 2011.

Seit 2004 Adjunct Professor an der Virginia Tech. Seit 2011 Professor für Energiewirtschaft an der Grenoble Ecole de Management, Frankreich.

Mitglied im Herausgeberbeirat der Zeitschrift "Energy Efficiency".
