Philipp Bauer

Scientific Officer to the Director

Philipp Bauer studied Public Management with a focus on Social Security (LL.B.) and European Administrative Management (M.A.) at the two Universities of Public Administration in Baden-Württemberg, Kehl and Ludwigsburg. During this time, he underwent various internships abroad at Andrassy University in Budapest (Hungary), the Konrad Adenauer Foundation in Manila (Philippines), and St. Gemma Galgani Orphanage School in Arusha (Tanzania).

After graduating, Philipp Bauer began his professional career at Kehl University in 2017, first as program manager for the master's programs and then as head of the service center for studies and teaching. After starting his dissertation at Ruhr University Bochum in 2020 on the "Open Government" reform model under Prof. Dr. Bogumil, he moved to the position of research assistant for the digitization of public administration. Alongside this, he additionally began working as a lecturer at Ludwigsburg University of Applied Sciences in the areas of human resources and organizational management.

Philipp Bauer has been a member of the scientific staff of the Institute Director at Fraunhofer ISI in Karlsruhe since July 2023. He contributes his expertise to the focus topics of digitalization, innovation, sustainability and knowledge management. As a political and administrative scientist, he is particularly interested in linking governmental, economic, scientific and civil society innovation processes.
